Election Guidelines for 2008 AFET Board of Directors

  1. The AFET General Assembly shall vote for 11 members of the Board of Directors (BoD) for the year 2008. No member of the BoD shall serve for more than two consecutive terms.
  2. Nominations for the members of the BoD shall be made by the five sectors of the Filipino community here in Timor-Leste, as follows:
    Services
    • Engineering and Construction
    • United Nations (UN)
    • Intnernational NGOs/GOs
    • Religious
  3. Each sector shall be required to nominate a minimum of 3 candidates and a maximum of 7 candidates for all available positions.
  4. Each sector shall be guided by the ff. qualifications for members of the BOD:
    • Must be of good moral character;
    • Must be an AFET member in good standing;
    • Must have unquestioned integrity, honesty and decency;
    • Must have the willingness and ability to serve the association;
    • Must have good leadership skills and potentials; and
    • Must have the will to uphold the AFET constitution and by-laws.
  5. Only active AFET members present during the General Assembly meeting shall have the right to vote and be voted upon. Active or inactive status shall be determined by reference to the official AFET database and relevant board resolutions. An official list of active AFET members will be available at the registration desk.
  6. Applications of new members will be accepted and approved, and inactive members may activate their memberships, before the nominations and actual election starts, provided that the appropriate membership fee and annual dues are duly paid.
  7. A nominee can only be voted once by each AFET member.
  8. Proxy voting shall not be allowed.
  9. Official ballots will be delivered to active AFET members at the registration desk upon registration.
  10. Nominees shall be given a maximum of two minutes to introduce themselves, provide a brief description of their background and express what they want to do to if elected. The names of the nominees will be flashed on a screen grouped according to their sector and arranged in the following order: Religious, International NGO/GO, UN, Services and Construction.
  11. The official ballot shall be filled out by the voters shortly after the declaration of official nominees for the BOD.
  12. Voters shall have the option not to complete and fill the eleven spaces in the official ballot.
  13. Filled-out official ballots should be placed inside the official ballot box before a designated cut-off time.
  14. Canvassing of votes shall immediately be done by the AFET Election Committee members in the presence of one representative from each sector.
  15. Declaration of the newly elected AFET 2008 Board of Directors (those who garnered top 11 votes from the General Assembly) shall be made immediately after the counting and tabulation. The duly elected 2008 Board of Directors will immediately proceed to elect the AFET officers for 2008 and the results should be announced before the end of the Christmas Program.
  16. The elections will be managed by an Election Committee headed by Board Member Malu Felizar-Cagay and supported by Annabelle Cajita who will handle tabulation and results certification, and Gerard Mosquera who will handle rules and procedures. Election committee members and those barred by term limits under the Constitution may not be nominated or voted into office.

The election for 2008 Board of Directors was conducted during the Christmas Celebration of AFET dubbed as "2007 Pamaskong Handog ng AFET" held on December 8, 2007 at the old CNRT Building in Balide St., Dili, Timor-Leste.
